Music always serves at the leisure of the story.  In this case, the music uses references of Jazz, Film Noir, and Horror Movies to set the tone, establish the characters, build suspense, and reinforce the parodied style that the animation is pulling for.

Brushed jazz kits, harmon-muted trumpets, acoustic bass, meandering piano lines, and spooky vibraphones are all that is needed to establish the Noir — you can practically taste the cigarette smoke in the air!
